virus+norton

I'm trying to uninstall and reinstall Norton systemworks 2003 pro.
It is listed in add- remove programs list but i can't remove it, because there is no remove button for it.Other programs have remove buttons.
I may have the swen virus.Systemworks does not work.Symantec is no help.
I'm unable to download other antivirus software or perform any of the steps Symantec suggest.
I'm getting many errors. I can still browse,but many links won't work.
I may have to reinstall WinXP,but i need alternatives.Reinstalling XP is a last resort and i don't know how to do it.
