Here's another option to make rain on an image only this time, we'll be using Paint Shop Pro and Animation Shop.

You're going to need to install VDL Adrenaline Snowflakes into your PSP, which you can download for free here - http://www.vanderlee.com:80/plugins_snowflakes_download.html

Go to your Paint Shop Pro and click "open" and find your image that you're going to work with. You can use mine by right clicking and saving to your computer or use one of your own.

Here is the image that I will be using -

When you open your image in PSP, click to add a new raster layer. Now go up to "effects" and go down to your plug in filters and find your Vanderlee snowflakes and click on that.

Settings:
Amount 50
Size Range 0
Size Range End 16
Hardness 100
Transparency 0
Snow Color Basic Icy Blue
Random Seed 1

Now click "ok".

Go up to "effects"/blur/motion blur and choose these settings:

Direction - Angle 145
Intensity - 28 pixels

Click "ok".

Go up to "effects"/sharpen. Now right click and "copy merged". Open up your Animation Shop and right click and choose "paste as new animation".

Go back to Paint Shop Pro and click the "undo" arrow - repeat the undo until you're back to your original image and repeat all of the above with the exception of changing the "random seed" to 2. Continue the directions and this time when you "copy merged" and go to Animation Shop, left click on your original image and choose "paste after current frame".

Go up to "view" animation! Now go up to "file", "save as", name your animation, click "save" and you're all done! :hi:

Here is my finished result -
