Welcome to MPC.
What happens if you right click in a folder, for instance My Documents, and then select New > Folder does that work. If so you could create your folder there instead, as it is not really a good idea to have too many things cluttering up your desktop.
If you do want it on your Desktop, once created, try right clicking on it and selecting Cut, then right click on a blank area of your Desktop and select Paste.
Also right click on your Desktop and make sure that you do not have
Active desktop > View as Web Page selected, as this can cause problems like yours sometimes.

I am not sure I understand the problem completely. Do you already have a folder on the desktop that you are right clicking on and get this error or do you get this error on an empty spot on the desktop. If you are getting the error when you right click on an empty area does the error occur as soon as you right click or only when you select New/Folder in the context menu? Does the error give any additional information such as an error number?
What operating system are you running and do you know how long you have had this problem?

The problem occurs immediately after I right click on empty spot and click NEW. The error message comes (no number) amd after I close - ACTIVE DESKTOP RECOVERY appears (white screen). I am using 98second edition .

Do you have View as Web Page turned on? If so turn it off and see if you still have the problem.
Amie I just re-read your reply and I see you had already thought about the View as Web Page as being a possible problem. :)

One more question,
Does this happen only on the desktop? Can you create a new folder inside another folder? Or do you get the same error?
If you cannot create a new folder anywhere, see this thread, it might be your solution http://www.worldstart.com/forums/showthrea...=&threadid=6185 (http://www.worldstart.com/forums/showthread.php?s=&threadid=6185) Go to the last post in the thread.
