Is this a PSP filter you are requiring?
There is a page here http://members.fortunecity.com/pspfilters1/ that has the Eye Candy 3.1 update downloadable as a zip file.

Alien Skin is the software company, and EyeCandy is their plugin consisting of several filters. v3.1 is the last freeware version. It is a "must have," a classic, etc.

I've downloaded the patch that updates EyeCandy 3.0 to 3.1, but trying to follow the link from the site to the EyeCandy 3.0 download, I was taken to the pages in the screenshot. Strange, yes? I quit after the 4th; the web host Fortune City must have reassigned the page, but to 4 different groups?
Yes, I've gone to Alien Skin's site, but they do not offer v3.1, and newer versions begin, I think, at $400.

I've been following links from the PSP and Photoshop tutorials with no luck so far.

By the way, doesn't that new Toyota in the picture look very like a '73-'75 Datsun Z car (240-Z, 260-Z)?

DS, that is indeed strange. I tried and the 3.1 update download worked. With the Eye Candy 3 link I just got Page Cannot be Displayed. Sorry was not more help.
