PSP's as easy as they come... Adobe is a bit more complicated, but I like it a lot more... Once you get comfortable with it (Just play around), you'll begin to understand the joy of a great program.
I have both, and still use both on a fairly frequent basis. Each program is good at some things, so having both covers most everything :)
I would try them both out using the same image and see which one was the easiest to use and produced the best result. But I am sure there are quite a lot of differences between the two programs depending on what you want to achieve. :)

Having had both of them, I strongly suggest you really get to get to know how to use one or the other first (well actually the Adobe I have is PhotoShop Elements). You have been given excellent advice here, and I totally agree with all of it. I have several graphics programs as well.......would you believe I still use the free Irfanview the most?
Good luck .......

I'd say to start with PSP, partly because there's a users' group with mostly amateurs in it and lots of relatively easy tutorials available. Then you can turn to Photoshop for things PSP can't do.
PSP's Users' Group is at http://www.pspug.org/
and tutorial links are at http://www.psplinks.com/index.htm
and users' group forums are at http://www.pspug.org/forum/forum.shtml

Ya, :) I use that & XnView too, plus alot of specialty ones :jig: If I maximise WinExplorer & open Graphics fldr, it runs from top to bottom[1028x768 res-17"crt] w/ subfolders of prgms  :cjlol:
