The little one: "Sparkles" adds sparkles, twinkles, blobs and dings to your image. It's Photoshop- & PSP- & (probably) Irfanview-compatible.

The big one is from Serif.
I've used their Draw Plus since 1997, & have DrawPlus v7 now. They tell you up front to reboot your system every 2 hours when you're working with their software editing images, to avoid freeze-ups, etc. Their stuff has an auto-save, which is wonderful. Here is a description of their free application: "Serif Photo Plus 6 is yet another free graphics application that lets you run Photoshop plugins. It is certainly a tool that is worth using if you can't afford Photoshop Elements, Paint Shop Pro or similar commercial products. It has some rough edges, but it also offers professional features like layers and layer effects. Serif also offers Version 9 of PhotoPlus for purchase."
