They are not free but take a look at the Starbock products. I have Object Desktop and you can skin all of Windows with it. I pretty much only use WindowBlinds and IconPackager but it has many other applications that come with the bundle.

Attached is Windows Explorer in XP Pro with the LongHorn skin. I have changed the icons to the Blue Glass icons package.
