Settings Won't Stay Set (please help)

Please tell me . . .

I want to have Windows "show windows' contents when dragging," but Windows keeps going back to showing the outline of the window. How can I make the setting stay?

And now my monitor refresh rate keeps going back to 60Hz, at which there are little wiggles along all the verticals. If only I could get the rate to stay at 65, or 70, or even 85 (which Windows claims are the only workable alternatives). How?

I just have mine set to 'let Windows choose whats best for my computer' checked in Advanced System Properties/Visual effects.

Do you need to update the driver for your monitor in Device Manager?

The wavy vertical wiggles have stopped after I disobeyed my newest game's instructions. This may be post hoc illogic, though, as I've uninstalled a couple of small apps recently, too. Oh, the trials of a freeware junkie!
